3.14.0 CM Clear Mode Interops (PDF)
Establish policy & procedures for use of the CM Region clear mode interoperable ARMER common pool talk groups. These Regional talkgroups are intended to facilitate communications between all disciplines and agencies that typically do not communicate with each other on a regular basis/daily basis.
3.14.2 Utilization of CM-EMSHAIL, EMH-CMHSP, EMH-WCHSP (PDF)
Establish policy & procedures for use of CM Regional clear mode discipline specific talk groups. These regional talk groups are intended to facilitate communications between entities within disciplines that typically do not communicate with each other on a regular basis/daily basis.
3.15.0 How to Use Scene of Action (SOA) (PDF)
Provide standards, protocols, procedures, and operating parameters for Scene of Action (SOA).
3.16.0 Statewide Incident Response TG's: STACs, ETACs, FTACs & LTACs (PDF)
Establish policy & procedures for use of standardized statewide 800 MHz major incidents response interoperability talkgroups and standardized incident command zones in user radios.
3.17.0 Criteria for State Certification as a Communications Unit Leader Type III (PDF)
Establish protocols and procedures to be used for certification and re-certification of Communications Unit Leaders Type III (COML) in the state of Minnesota.
3.17.4 Pre-Scheduled Event and Exercise Communications Planning (PDF)
Establish protocols and procedures to be used for planning communications for large pre-planned events or exercises that effect multiple agencies or jurisdictions.
3.19.0 Use of Regional Encrypted Interoperable Talkgroups (PDF)
Establish policy & procedures for use of the CM ESB Encrypted Interoperable talk groups. The Regional Encrypted talkgroups are intended to facilitate encrypted communications between agencies that typically do not communicate with each other on a regular basis/daily basis.

Establish procedures for the use of RF control stations for various purposes. Establish procedures for use of hailing talk groups.
3.28.1 Use of CM Emergency Management Talkgroup CM EM (PDF)
Establish operational policy for use of the Central Minnesota Emergency Management Talk group - CM EM.
3.33.1 STR Radio Cache (PDF)
Establish policies and procedures for the deployment and use of the STR 800 MHz Radio Cache.

3.40.0 CASM Administration, Data Entry, and Maintenance (PDF)
The purpose of this standard is to define administration, rules for data entry, and maintenance of information related to Communication Assets Survey and Mapping Tool (CASM) for the Central Minnesota Emergency Services Board Region.
